How much can I actually earn?

What does "recurring for their lifetime" mean?

You are paid commission on the first purchase and on every renewal that customer makes afterwards, for as long as they stay. A referral who buys a 2-year plan and renews twice pays you three times. This is the difference between an affiliate program and a bounty.

How do I get from 20% to 33%?

By volume. Your partner manager reviews your account and raises the rate as the number of sales you send grows. There is no application for it and no waiting period — it is a conversation with the person who manages your account.

When do I get paid, and how?

Monthly, once your balance clears the minimum threshold. Payouts go by bank wire or in crypto — you pick during the application and can change it later. Account details are collected after you are approved, not in the form.

What happens if a customer I referred gets a refund?

That commission is reversed. Every CopVPN customer has a 30-day money-back guarantee, so a small proportion of sales will refund. The upside is that the guarantee is a large part of why the traffic you send converts at all.
